What is a Development Application?

A Development Application (DA) is a formal request for permission to carry out a proposed development, such as building, renovating, subdividing land, or changing a property’s use.

It’s submitted to the local council and assessed against local planning controls, zoning laws, and state regulations. A well-prepared DA includes detailed plans, reports, and a clear justification for the proposal and getting it right is critical to avoid costly delays or refusals.

How long does a Development Application take?

The time it takes for a Development Application (DA) to be approved can vary depending on the complexity of the project, the local council’s workload, and whether further information or public consultation is required. As a general guide:

  • Simple applications (e.g. small renovations or single dwellings) may take 6 to 8 weeks.
  • Moderate applications (e.g. multi-dwelling or mixed-use projects) can take 3 to 6 months.
  • Complex or contentious developments (e.g. rezonings or large-scale projects) may take 6+ months or longer.

The planning report for a development application includes either:

  • the Environmental Impact Statement
